Abstract

The article compares the Consul with the Diplomat, whom public opinion usually considers superior to the former. After exposing the historical evolution of the consular institution and the concept of Consul, it describes the fundamental features common to both of them -discipline and loyalty, permanent service, risks, uprooting and tension- and analyzes the peculiar features of consular officers: terri-toriality, representability, autonomy, multiplicity of functions, legal qualification, proximity to reality, responsibility and capability for quick reaction. It compares the legal regime of immunities of the two of them -which is more favourable for the latter- and reaches the conclusion, in agreement with Talleyrand, that it is more difficult to be a good Consul than a good Diplomat.
