Abstract

Historically, the government of the university system in Argentina was crossed by the tensions produced by the university autonomy in the country. The legal norms sanctioned by the State to regulate universities established -with different scope and characteristics- criteria to define the academic career: entry, selection, renewal and permanence of teachers in these institutions. Currently, the recent approval of the Collective Labor Agreement for Teachers of National University Institutions, approved by Decree No. 1246/15, meant a change from the traditional way in which the academic career in Argentina was regulated. This Agreement involved collective bargaining at national level between the National Interuniversity Council -integrated by rectors of national universities- as a unified representation of the employer, and trade unions, federations of teachers' associations, as representatives of the employees. The objective of this paper is to characterize the process of approval of the Collective Labor Agreement and to analyze the role of the teachers unions in the definition of the academic career, considering the tensions generated by this new regulation in relation to the autonomy of the universities.
