Abstract

The article seeks to give an account of the state's capacity for social protection deployed during the pandemic in Argentina through the analysis of a set of social policies carried out to face the multidimensional challenges posed by COVID-19. In the quest for a better understanding of the pandemic situation, the writing assumes a historical perspective, regarding the economic, social and labor situation of Argentina, as well as the paths of its protective system. The contribution establishes a theoretical definition of such capacity linked to the satisfaction of vital needs, tests a potential operationalization, justifies the relevance of starting empirical analysis with its institutional dimensión, in which the findings are concentrated. The findings reveal the configuration of unequal protections, which indicates a tension between a scenario of increasing labor vulnerability and the constant appeal to the traditional employment-protection relationship.
