The article produces a diagnosis on local open government institutional mechanisms, based on transparency, participation, accountability and collaboration, by collecting information from all municipalities in Chile. For this, it approaches the Chilean institutional framework, particularly the laws on access to information (20,285) and civic participation (20,500), and creates a measurement model to observe how much its obligations are fulfill by local administrations. With this, it seeks to establish a baseline for further research, as well as raise some metrics that allow comparisons between countries of Latin America. The results show that the institutional development for open government does not depend on socio-economic variables, as only the variable population has a minimum incidence on the results.
