Abstract

The article examines whether there is a convergence between the guidelines of the defense policies of three South American countries (Argentina, Brazil and Chile) that can build a regional strategic vision and a common defense identity. That is, it is relevant to ask whether the visions of international and regional scenario and strategic positions taken by each of the member countries can not become an obstacle to progress in the adoption of a regional strategic vision, beyond the South America Defense Council's initiatives. For the purposes of analysis, it is taken as a starting point two approaches to different disciplinary fields: the contributions of the theories of public policies and the theoretical perspective of building state preferences belong to the international relations field for interpreting the definition of policies, action and behavior of these states in a regional context.
