Does the Argentinean national Congress controls? By studying 15 special committees we show that the incentives to control -witch are the seniority and the party composition ofthe committee- are low. If the majority in the committee belongs to the ruling party and the legislators within that committee have little seniority, the control is expected to be low. However some committees with ruling party majority present legislators with an prolong seniority. We argue that this is a strategy to control the control. This way, certain committees act as agents of the Executive branch.
