Abstract

CARNOVALE, Natalia  and  BERETTA, Diego. Citizen participation at subnational level: The construction of local urban plans in the Metropolitan Área of Rosario. Temas debates (En línea) [online]. 2019, n.38, pp.151-167. ISSN 1853-984X.

This communication presents reflections arising from the participatory process of urban plan construction in the Metropolitan Area of Rosario. This process allowed the co-production between citizens and governments, of local plans but with a metropolitan vision. The notes given here are intended to identify the potential and challenges of the process, as well as the tensions that emerged between local and metropolitan views. In this sense, it tries to account to what extent proximity and closeness guarantee institutionalized citizen participation in the framework of public policies. For this, the participatory dimension in subnational contexts is analyzed, recovering the characterization of the actors, the construction of the socio-urban issue in the framework of the tension between the local and the metropolitan, and the notion of proximity in the framework of participatory processes. The analysis was complemented by conducting interviews with different actors (citizens and officials) from different locations.
