The aim of this article is to describe and comprehend the discursive construction of sustainability by the Mexican government within the context of the implementation of the 2030 Agenda. To achieve this, a semiotic analysis was conducted, considering the continuities and ruptures among the three Voluntary National Reviews presented at the United Nations High-Level Political Forum in 2016, 2018, and 2021. Specifically, thematic references to the concept of sustainability were analyzed, along with a formal analysis of the reports' structure. The primary conclusion is that sustainability is predominantly understood from an economic perspective that prioritizes economic growth over social justice and environmental protection.
