Despite in the last three decades of the twentieth century the arguments were spread in favor of the fact that the State should not directly intervene in the economy, as of the 2000, the number of State-owned companies increased in developed and developing countries. In Argentina, this participation counteracted the consequences of neoliberal policies and secured sovereignty over strategic sectors that had been privatized. The Administration that took office in December 2015 redefined that policy orientation what generated numerous questions regarding the future of State-owned enterprises and their workers.

How did changes in State management affect working conditions of the companies and with it, the characteristics of labor conflict in the sector? This paper analyzes labor conflicts promoted by State-owned enterprises’ workers and their union representatives during the period 20062019. In order to characterize their strategies, the types of claims and their repertoire of actions (strike and non-strike disputes) are specifically addressed. The continuities and ruptures between administrations are also considered.

The analysis is based on the data of the Labor Conflict Base of the National Ministry of Labor, Employment and Social Security, regulations, official documents and newspaper articles. This work provides empirical evidence that contributes to the broadest debate about the role of the State and the performance of trade unions in State-owned enterprises and societies.
