This article provides a key to consider in new terms the university training of educators and social workers. The starting point consists of the review of the relationship between education and development as a measure to put in evidence the cacophony of agendas and narratives that surround this important current subject. Following, in a second stage, the redefinition of development as empowerment emerges, i.e., as a reinforcement of personal powers that are essential to citizenship and life quality. Finally, and based on that exercise of reconceptualization, we advance with the guidelines of a pedagogy that is, built in the light of development as empowerment which serves to rethink, with purposes of isomorphism, the training as well as the performance of educators and social workers.
