In this article, the conceptual foundations of a policy on School and Community are analyzed, designed by the National Program for Solidarity Education (PNES) of the Ministry of Education, Science and Technology (MECyT) of the government of Néstor Kirchner. These foundations were built, through multiple translations and uses of knowledge, with the contributions of ministerial officials, specialists and educators carried out in some institutional spaces, such as the International Seminar on Learning and Solidarity Service and the Presidential Solidarity Schools Award. For this reason, the qualitative approach was adopted as a methodological strategy, with a focus on interpretive analysis to study not only the minutes of these two official events, but also some national laws and testimonies of key referents who added data to understand the debates and policies. of solidarity education. These materials were investigated, from the prism of the historical sociology of knowledge and intellectual history, because they are texts that contain ideas and concepts that allow us to understand the points of view constructed by the State, institutions and subjects, in a historical context, social and political, on their educational issues and problems.
