The sustainability of a State depends on basic governance factors, one of them is the "trust" in its government. It depends on many variables, some certainly are not economic, and they influence in the reliability perceived by citizens about the State and its institutions. A key variable that increases distrust in government is the corruption, that is explained here by informality and / or illegality in actions and processes, because when the informal behaviour is more, more is the corruption and less is the reliability, this is tested with empirical evidence in this article. Without trust in the State it is impossible to create sustainable relationships with social actors. Governments must worry to measure and improve trust in state agencies, and the they have to consider objective empirical evidence. Argentina’s governments seem to be not interested in this. Instead, international institutions have priority in investigate trust in state. The governments dislike when these investigations were made public, they try to refute them with subjectivity and without data. We know that empirical evidence must be refuted with other empirical evidence. Beside theoretical foundations, we develop three investigations in trust in public agencies in Argentina and we make comparisons with international empirical evidence.
