Resumen

FINQUELIEVICH, Susana. Sistemas regionales de innovación: las políticas públicas para la sociedad de la información en América Latina. Rev. iberoam. cienc. tecnol. soc. [online]. 2010, vol.5, n.15, pp.159-183. ISSN 1850-0013.

This paper raises the issue of the importance of formulating and updating public policies for information society in Latin America and the Caribbean. Information and knowledge are intimately bound to other national strategies, especially those concerning science, technology and innovation. The transdisciplinary nature of the information society makes it cross-sectional to other issues, as well as to a high number of social actors. The paper states that the development of public policies for information society in Latin America has been unequal. Although there are a number of current initiatives to implement ICT policies, these have been disturbed by national as well as by external factors. Examples of Brazil, Mexico, Argentina, Paraguay, Bolivia and other countries are provided. Finally, the paper suggests that, since R&D is a key issue in knowledge society, Latin America needs to reinsert itself in the world as a region able to generate and provide knowledge-based goods and services. Thus, a number of concrete proposals is suggested.

Palabras clave : Public policies; Information society; Latin America.
