Our contemporary society has been described as the Information Society (Castells, 2003), because of how common the adjective has become with Information and Communication Technologies (ICTs), mainly due to the widespread use of the internet, which has been part of contemporary changes in different fields, such as the economy, culture, work, education, politics, etc. This paper intends to establish a dialog between different theories and considerations, on the basis of references such as Ianni (1998), Nogueira (2011) and Tenório (2005; 2012). The format used is essays focusing on the analysis of the Information Society, participation, the State and democracy. The purpose is to reflect on the issue of the capacity of e-government tools and ICTs to encourage citizens’ participation. This analysis process leads to a vision of ICTs as having a great potential for public applications, mainly in the area of citizen participation and democratic representation, issues which are linked to current affairs and will be our focus throughout the article.
