The interest of this article is to discuss the role of research councils in Public Research Systems (SPI), taking the CONICET of Argentina as a case study. First, in a period covered by the government of President Raúl Alfonsín with the return of democracy, what has been the model of internal governance adopted and the changes in relative authority within CONICET, in the SPI of Argentina during the period from 1983-1989? Secondly, in the context of the appearance of new actors in the Secretariat of Science and Technology (SECYT), how the changes in the governance of the SPI and in particular CONICET altered the composition and relative power of the bureaucratic and academic culture? The methodology includes the analysis of official documents and interviews with key informants of the period.
