In this paper we propose to study the hegemony held by the Unión Cívica Radical (UCR) in the political system of the province of Río Negro. Maintain that the U.C.R. Río Negro district, after being a paradigmatic model within the discourse Alfonsín, produces a process of territorialization of its structure and its discourse. This process gives the possibility of integrating heterogeneous actors in a province with strong regional differences, both economic and socio-cultural. The case of Río Negro is of particular interest in the analysis, as it presented as a special case in the face of the Argentine political system. It is one of only two provinces, the other neighboring Neuquén, where the ruling party at national level and in most of the provincial districts, the justicialismo has never been government. On the other hand, is the only province where the Unión Cívica Radical (UCR) has managed to keep steadily in power and achieve legislative majority that always accompanies it. Thus forms part (at this point as the only province) what John Russo called the radical area of Argentina hegemonic political systems, which contains a predominant party.
