This paper describes the features of the new "plurinational" Bolivia , from the process of re-foundation, established by the Constitution of 2009. It analyzed the thought and reflection, produced in Bolivia and other countries, about the political implications of that State transformation process, from the institutional characteristics that the Constitution provides for the nation, autonomy and rights of indigenous peoples over territory and natural resources. The research results indicate that the constitutional recognition of autonomy and self-government expresses forms of regionalism whose international representation should be designed differently to the traditional model of the Westphalian state. In turn, the new state applies new forms of inter-state relations, such as the "diplomacy of the peoples". The conclusion says that will coexist in Bolivia forms of external representation via paradiplomacy, traditional Westphalian diplomacy and the "diplomacy of the peoples," expressing profound differences with the practices of other States in the region.
