In an historic evaluation due to the Bicentennial, this article explores the different conceptions of development of the 20th and 21th century in Argentina, particularly those that appeared after the application of the Washington Consensus. Four historic moments are considered where oscillations between distribution and growth as objetive of public policy. The main porpose of this article is to exhibit the deficiencies of model that export commodities in a globalized world where it is necessary to export work through manufacturer goods as a way to improve inequality and unemployment.
