Abstract This paper is a starting point the status of current situation of Latin America, where the majority of the countries that integrate it lives from a few decades ago a cycle historically has exceptional institutional continuity established in democratic political regimes. This cycle began in 1979 in Peru and Ecuador, and continued in 1982 in Bolivia, in 1983 in Argentina, in 1984 in El Salvador in 1985 in Uruguay and Brazil, in 1986 in Guatemala in 1989 in Chile and Paraguay. Mexico, Costa Rica, Venezuela, Nicaragua, Colombia and, obviously, Cuba constitute, for different reasons, cases with other features, while Uruguay and Chile before 1973 learned societies without designated continuity breaks, recovered its democratic tradition or invented a new. Both politicians how social scientists defined an agenda of analysis, reflections and actions focused on two central concepts: transition from dictatorships to democracy and democracy. The author historicized the debate on democracy in Latin America, since the Regional Conference on social conditions of democracy, organized by the Latin American Council of social sciences (CLACSO) and intends to contribute to a discussion which considers necessary, focused on the question: do we want democracy?
