Using a transdisciplinary approach, and research grounded in documentary analysis and interviews, this study explores the conflictive ways in which the coexistence of global and local scales has developed in two localities within the agro-exporting enclave of the Gran Rosario (Argentina) over the last 20 years. We analyze the formation of a sacrifice zone as a result of the ecobiopolitics expropriation dynamics to shed light on the unequal relationships between territory and the global scale materialized in the IIRSA program. The transformations which populations have undergone in their daily lives, and the local inhabitants’ perceptions about the conformation of the enclave are studied.

The results suggest an expropriation of energy resources for the development of life that is perceived by the inhabitants in different aspects such as: reduced mobility capacity, difficulty in accessing public and specific services, expiration of old habits, increase in chronic and fatal diseases, urban space appropriated by the new scale, greater air, water and soil pollution.
