The governors trips to rural towns represented an innovative way of public and political intervention revealing new ways of politicizing these areas. The visits paid by the highest city authorities involved the development of policies intended to get a closer view at local issues, and they also helped enhance their public image. The negotiation maneuvers adopted could reflect the beginning of a gradual acceptance of the political other as well as the elite´s interest in dismantling the warrior society initiated by the independence process.
