The article deals about the description and analysis of social and urban transformations in a neighborhood of the city of Cordoba -Güemes- from the impact of private investment projects and public policies by the municipal government, which has redefined the relationship between neighbors / tourists / residents and investors. The study focused on the current management (Ramon Mestre (h) 2011-2015) which emphasizes the configuration of Cordoba as "tourist town"; in relation to Güemes aims to track ways, materiality and interaction dynamics that characterize the Buenos Aires area of "San Telmo". The exposition of ideas is as follows: I. presentation of some moments in the history of the transformation of the neighborhood, and II- identify new patterns that organize the space and associated forms of displacement / eviction and movement control members of the poorest classes of Cordoba scene.
