In this paper we analyze certain social and political aspects of the management of Juan Kairuz, who was the first native Peronist mayor of the district of Palmira (in Gral. San Martin, Mendoza), between 1949 and 1951. It also seeks to unravel the characteristics which acquired the relationship established between the district and the head of Palmira City department said. This article aims to provide some historical time to the discussion about the relevance or not the municipality - department in Mendoza system elements, even though the issue requires further investigation. The reconstruction presented here is of interest because it also helps to discuss not only about the internal features of the political movement in question and in a given territory , but also to glimpse the particularities of the link with civil society , leadership , peculiarities of efforts Peronist , and some conflicts.
