This paper analyzes the problem of land acquisition in the implementation of the Programa de Crédito Argentino del Bicentenario (Pro.Cre.Ar, or Argentine Credit Program of the Bicentenary) in the city of La Plata. In this respect, this paper brings to light the structural constraints shown by the provincial and municipal urban policies when facing the expansion of a progressive mortgage policy. In particular, this paper tackles the issue of how credit beneficiaries managed to transform the issue at hand into a question of public relevance, and the way in which the local government dealt with it given its particular urban regime. The conclusion is that Pro.Cre.ar credit beneficiary organizations did not receive a direct solution from the local authorities. Instead, the local government allowed the emergence of a sui generis urban self-management practice based on commercial relationships, which required the flexibility of certain regulatory frameworks.
