This paper deals with the Municipal Road Coparticipation Regime of the province of Buenos Aires and its potential effects, in a context in which the roads of the tertiary network became a socially problematic issue. In order to contribute to the historical study of the management of rural roads, and based on the content analysis of primarily official sources (legislation, government reports, reports, periodicals), both the design and the underlying criteria in the new regulations as its initial results in terms of resources, professionalization and equipping of the communes. The hypothesis is that the fiscal decentralization of roads would have been a policy of strengthening local institutions -although subjecting them to the control of the provincial government- in order to promote the development of the rural interior of the province.
