In this article, we will study the creation of the Higher Institutes of Education in the province of Buenos Aires. His analysis aims to contribute to the study of the formation of primary school teachers, because they constitute a precedent the Higher Teacher Training Institutes. Until then, the teacher training was in charge of Normal Schools, secondary education establishments, mainly dependent of the national government. In 1949, during the first Peronist government, six Higher Institutes of Education were created for teachers trained in normal schools. Because of the novelty of these Institutes represented in the country, we want to answer a series of questions. Firstly, to what degree Institutes were a supplement or competence for Normal Schools. Secondly, what was its influence on the requirements to be a teacher? Thirdly, what was its impact? To answer these questions, in addition to the regulations and official speeches, we examined the legislative debates and newspapers. These sources give a good image of the discussions and perceptions of political elites on teacher training.
