This article presents part of the thesis on "the policies of teaching initial reading and writing that became with the recovered democracy". Specifically, we make an approach to the policies effectively implemented in this field during Raúl Alfonsín´s government (1983-1989). Particularly, we deepen in the case of Buenos Aires City, as an integral project seeking to re-positioning the alphabetizing function in a democratic school was implemented. We consider the Alphabetization National Plan, as an analyzer of the way of conceiving, designing and implementing educational policies by the alfonsinista government.
