This paper focuses on the institution of Consejos Escolares de Distrito (District school Boards), agencies born of the first Education Act enacted in 1875 Buenos Aires, whose term runs until mid 1900. Our work takes up the historiographical debates of the past twenty years on the Consejos Escolares, to test a new way of thinking about their place in the state constitution. From the study of historical dynamics, we reconstruct the conflicts that characterized the relationship of the Consejos with the educational authorities of the provincial executive. We understand that the analysis of conflicts over material support of the school system, disputes over faculty appointments and dismissals, and the tensions surrounding the control of educational quality condense the main contradictions between the provincial government (represented by the General Council of Education) and a sector of civil society who participated in Consejos Escolares de Distrito. Thus, the battle between the general administration and government schools immediately translated nothing more and nothing less than the conflicts over school governance.
