This article describes the special features that the technological development process in Uruguayan rural environment has had and the structure in which the current government sets out to put into operation a model of inclusive development for all its inhabitants. It is to emphasize the marked increase in the artificial afforestation and the expansion of the agricultural area in the country, within the framework of the model of growth that has promoted the agro exportation chains. The sustained increase in the land sales, the internationalization and the transnationalization of the agricultural production intensify the concentration process and the displacement of the family farmers, placing the use of land and the modes of production in the centre of their demands. It analyses the strategies of the public agrarian institutions and the proposals that are being implemented to include the development of family production in the rural territory of Uruguay.
