Resumen

The city of Santa Fe is located in the intersection between north-south Paraná- Paraguay Waterway and Central Bi-Oceanic Corridor, one of several continental east-west road axis. The city is connected to active economic exchange networks, with unique qualities and a high regional potential. In the other hand, the geographical location presents natural conditions of fragility when the environmental, social and economic spheres are combined with infrastructures, marked by a historical trend towards concentration. In definition times about the realization of many strategic projects oriented to the regional development, the working hypothesis introduces the paradigm of the network as an alternative to think the territory with a strategic and long term vision, incorporating safe habitat qualities, balance, flexibility, integration and complementarities between the main cities that compose the Capital Region.
