This article presents a description of the MERCOSUR during its first ten years of life. A conceptual account of that first decade is made, focusing on the institutional evolution of the regional block (always linked to the discussion of different integrationist models) and on recording the emphasis noted in each context. Moreover, what is particularly investigated is the persistence of the “flexibilization” proposal in the functioning of the block, which has been reconsidered in today’s context as an already very present demand in that decade, not only as a logical aspiration of the “smallest” members, but also very often as a form of imposition by the “largest” members when faced by difficult situations.
