This paper is an approximation to the study of union-pedagogical communication through the written union press of the Union of Workers of the Education of Rio Negro (UnTER). The analysis of the discourse will focus on the magazines Quimán, published regularly during the triennium 1987-1989. The relevance of this type of press is examined in the face of a process of educational decentralization with various mechanisms of control and reopening during governments of radical descent at both the provincial and national levels. This was the shape of an educational and country model with neoconservative and liberal dyes that reached its full consolidation in the 1990s. For this reason, the intense resistance and the teacher struggle in this brief temporary tour under a guild agglutinated around an opposition front: the fear of the decentralization and the state of its obligation before public education.
