This paper is focused on the analysis of the debate which shaped the reform of departmental regime. It will be done through the inquiry of the claims made by conventionalists from the Democratic Party that supported the regime built around a political figure, and by those who advocated for its abolishment. Three topics are interconnected in this debate, and they are linked to the federal notion of the regime of political representation. First, the stands related to the responsibilities and/or duties of political leaders; second, the links between the Provincial Executive branch and departmental authority; last, the centralization-decentralization of departmental politics. The proposal addresses the conflicting interests, and the underlying motivations of the conservative conventionalists that supported one side or the other; consequently, some of the political actors' careers and the ideas that modulated their opinions are briefly described.
