The period of the Kirchner governments (2003-2015) meant a record growth in terms of the expenditure destined to social policies. It was presented as one of the evidences of a change in the relationship between market and state. Macri’s Government (2015-present), with its policy of adjustment, appears as its counterpart. The common explanatory element in the analysis falls on the will of governments to favor either the state or the “corporations”. In this article we seek to account for the limits of conceptions that see two antagonistic models. In opposition to them, we set out that the analysis of social policy cannot be abstracted from the problem of the concrete subject to which it is directed. That is to say, we must immediately confront the problem of the form that the reproduction of the working class in Argentina has. Starting from the world unity of capital, we realize the specific form of local capital, from which the working class is an attribute. Once deployed the development of the Argentine specificity and the transformations of the working class we seek to account for the content of social policy during the Kirchnerism and the first years of the Macrist’s government as a concrete form of this movement.
