Mitigation and Adaptation Policies in the Presence of Hidrometeorological Fenomena: The Hotel Sector Case in Cozumel’s Island, Quintana Roo , Mexico. This article discusses the necessity of adopting a theoretic approach from the complexity in order to integrate coupled human - nature systems; such as tourism and its relationship with the natural environment and its extreme climatic manifestations, like hurricanes. The relationship between both systems is full with connections and interrelation that are in constant change and evolution, moreover when there is an intense disturbance within the coupled human - nature system. To cope with it, it is necessary to adapt in order to get new structures and processes under different conditions. A methodological framework is proposed to have a better understanding of a concrete case of study, the complex adaptive systems (CAS) is utilized for analyze the hotel sector of Cozumel’s island and the hurricanes. In this model a set of indicators are integrated to study the process of adaptation through the implementation of adaptation and mitigation policies in the hotels to reduce their vulnerability to hurricanes.
