Cooperation and Participation on the Planning Process and Tourism Development. A Case Study in Ethnic Rural Communities in the State of Parana, Brazil. The ethnical and rural communities named Witmarsum, Entre Rios and Castrolanda located in the State of Paraná-Brazil, have structures for their socioeconomic development some process of cooperation. Thus, the problem of this research consisted of: how the organization’s forms, via collective action, undertaken in communities influence the planning and management of tourism? The overall objective of this research was to analyze the planning and management of tourism from the forms of organization and collective action undertaken in these communities, aiming to propose guidelines for participatory tourism planning in rural communities like those. The study is exploratory and qualitative with the methodological procedures: bibliographical and documental seeking to understand the genesis, characteristics and dynamics involving each community and its history, as well as semi-structured interviews with representatives and leaders of the tourism-related communities. The analysis of the results for theoretical-practical pairing occurred based on theoretical about collective action of Elinor Ostrom. The communities have a tendency to organize by collective action to develop social and economic activities, but when it comes to the direct competition among tourism establishments this cooperative processes become difficult. It’s understandable that the participatory tourism planning does not occur only from the pre-existence of cooperative relations, needs of specific agreements, stock monitoring, establishment of rules that enable conflict resolution mechanism and the recognition of the rights of the organization to allow the practice of tourism in a collective way.
