This article addresses the general problem of political communication maintained by the cities of the province of Paraguay and Río de la Plata through the study of the court procuraduría of Manuel de Frías. This agent’s representation in Madrid of the cities’ interests lasted between 1614 and 1618. It was a prolonged stay that had a strong impact on the royal legislative production for the area. An impact that was manifested in the rhythm of the dispatch of royal certificates, in the matters regulated by them, and even in their textual formulation. The investigation seeks to restore the scope of the participation of the subjects in the definition of the norms sanctioned in Madrid by the king that regulated some central aspects for the region. In addition, it analyzes several relevant issues of the communicational process, such as the conformation, not without contradictions, of a provincial representative body, and the function of the government’s information that circulated to the court to support the interests of local spaces and become essential legislative inputs.
