This article examines the National Penitentiary Congress of 1914 promoted by experts and officials dedicated to the criminal question. This event articulated the anxieties generated by crime and delinquency, with the elaboration of a penal and penitentiary reform agenda at the local level. It seeks to understand how these concerns became the subject of public discussion, particularly in the press, which contributed to make visible those concerns of the experts for the penal and penitentiary reform and even intervened in the reflection with their own voice. Consequently, it shows that the strength of this Congress lay, on the one hand, in enhancing that production of expert knowledge, and on the other, in that, beyond the academic and official spheres, in the inquisitive gaze of the press. Through it, the echoes of these discussions and proposals were made audible to a wide audience, in a context particularly sensitive to social problems and the need for genuine political reform.
