GUTIERREZ, Gonzalo y PENA-CORTES, Fernando. Estado y situación actual de los planes reguladores comunales en la Región de la Araucanía (Chile). Doc. aportes adm. pública gest. estatal [online]. 2011, n.16, pp.97-119. ISSN 1851-3727.
It has been characterized the information concerning the state and current status of community master plans (PRC) in the Araucanía Region in Chile. It was made first by analyzing secondary government background information. Then, a questionnaire about the deadline of the PRC and whether they considered environmental issues and road connectivity was delivered to three different levels of participation of the PRC: (1) private consulting firms that elaborate plans (2) Urban Development and Infrastructure Department of the Regional Ministerial Secretariat for Housing and Planning of Araucanía (SEREMI), and (3) Municipal Construction Division (DOM). The results showed that the region has not upgraded their PRC; only two (6,3%) out of 32 communes have updated the PRC from 2000 to 2010. According to those interviewed the PRC is actually directed to solving traffic problems and environmental issues, and the delay upgrading PRC occurs during the process of reviewing by the technical counterpart, municipalities and Comptroller General of the Republic
