In 1993, Argentine began to implement a program whose declared goal was to increase research in public universities and to develop holistically academic career, encouraging research and teaching. Two decades after its inception, this article seeks to explain which transformations suffered this policy instrument and how they can be understood in light of different actors involved in its implementation. To this end, it is used the theoretical-methodological Public Policy Analysis tools, in particular, an approach that places special emphasis on the analysis of the evolution of the instruments to understand the vagaries of politics. Centrally, changes in technique and tools Program is described and it is claimed that those transformations led to changes in policy.
