This work describes and analyzes the weaknesses in the deployment of basic social programs in the city of Santa Fe (potable water supply and sewage system program) under the governance dynamics. It departures by recognizing that there has been a sort of conceptual turn tending to related governance dynamics with social policies to replace the usually «passive» character of the beneficiary of the programs by introducing socio-productive initiatives which tend to empower and provide of more active participation and involvement of the beneficiary into the deployment of the social policy/ program. However, the case analyzed shows an exaggerated recruitment of the state and of its responsibilities in such a sensitive issue (water supply) which demand those programs based on governance dynamics to be revised.
