This paper examines John Rawls' account of human rights, its basis, and the role that it plays in the wider context of his theory of international justice. It argues that the principle "Peoples are to honor human rights" is qualitatively different from the rest of the principles of the Law of Peoples and requires a different justification. After discussing Rawls' arguments in favor of the selection of this principle and pointing out their limitations, it presents the guidelines for an alternative strategy to defend human rights that takes into account their role in the international public political culture.
