A question we can ask regarding global poverty is if there is a duty to help. Even if it may seem obvious that those that fare well should help those that do not have the basic for living; its theoretical justification is not simple. In the first part of this paper I will outline some of the answers provided to global poverty. In the second I will present some problems of the individual strategy and finally I will examine the institutional strategy in relation with human rights. I will suggest a broad view of human rights, following O'Neill's proposal of secondary agents of justice, which fits very well with global institutional obligations of Pogge.
