During the last thirty years, different studies on governance from a governance point of view predominated. From different models or paradigms, governance is configured as a system of hegemony by assuming that collaboration and consensus -between citizens equally empowered to exercise power- determine political decision-making. However, the consolidation of other models of urban, business and local management, critical of this initial perspective, opens the discussion on its principles and methods, highlighting the relational and unequal character of power relations. By incorporating contradictions in the hegemonic model, it is possible to identify conflicts and heterogeneous directions adopted by the change in governance schemes. These debates problematize the normative frameworks of governance and introduce the territorial-spatial notion as the axis of the interventions. It is concluded that governance is constituted as a dominant current in the socio- political and economic transformations at a global level but it does not reach to symbolize the spatial arrangement and the specificity of social relations of each territory.
