Resumen

RUESGA, Santos M.  y  MURAYAMA, Ciro. El estado para una globalización no excluyente. Doc. aportes adm. pública gest. estatal [online]. 2007, n.8, pp.7-25. ISSN 1851-3727.

During the last decades, the economic mainstream discourse has been stressing on the preeminence of the market over the state as an instrument to organize economic life in its manifold aspects. Under this analytical perspective, wrapped by mathematical tools that give it the appearance of an exact science, there is an ideology that, by giving support to an specific way of social and political organization, underestimate any public intervention towards collective aims such as reach socioeconomic equality by tools that create collective welfare. This article think about how the neoliberal discourse has deeply impregnate the action of the political economy in the current phase of economic globalization; phase characterized by an acceleration of the commercial opening of nations and an extraordinary development of financial movements at global scale, but at the same time, with outputs that shows high level of exclusion among numerous social groups. In this context there is an advocacy for an intellectual and ideological recovery of a state whose intervention in the economic sphere is understood as essential for more balanced international relations and closer to a non-excluding future that incorporate both ethical discourse and universal values to relations among nations and citizens.
