The policies of regional integration in South America has led the debate on the outlying areas, especially when these areas coincide with the international border position, assuming strategic connotation, as a local decision can influence international dynamics. This work is a reflection on the changing approaches the border of the Amazon in Amapá peripheral to strategic, encouraging new uses of the territory by foreign investments in private companies and public policy of integration to the Guyana plateau. The hypothesis considered here is that the condition-peripheral strategic Amapá is a result of public policy actions stimulated initially by the justification of National Defence, and later by its integration into the globalized world and articulated in networks, by the constant spatial adjustments, implemented and strengthened by federal government.
