This article analyzes the importance of water and population as major constitutive elements of La Rioja power between the end of the colony and the first decades of the 19th century. The text is divided into three parts. The first delves into the characteristics of the territory of La Rioja. The second analyses the form of occupation of the space and its relationship with the available resources. The third part inquires on the population. From all this, an assessment is outlined. The fonts used are located in the following archives: Archivo Histórico de la Provincia de La Rioja, Archivo Histórico de la Provincia de Córdoba, Archivo del ex Instituto a americanistas de la UNC y del Arzobispado de Córdoba. Edited sources gathered by the Board of History and Letters of La Rioja were also used, as well as the historical atlas of Martin De Moussy.
