In this article we inquire on the forms of interaction with the State deployed by Grandmothers of the Plaza de Mayo in the post-dictatorship era based on the analysis of the historical construction of a public agency that turned out decisive for their cause: the National Genetic Data Bank. Its creation, far from being a simple procedure, was a long and complex process that involved intense negotiations and disputes with diverse actors (the National Executive Power, the Municipality of the Federal Capital, the different caucus of the National Congress and numerous jurists and scientists). In each new instance of elaboration, the project found allies but also skeptics, indifferent and detractors. In this struggle, the Grandmothers of the Plaza de Mayo deployed numerous strategies and a large repertoire of contention to achieve their goal. The analysis of this process will allow us to observe the complexity and the multiple levels of political action of the Argentine Movement for Human Rights in the post-dictatorship, with its achievements and its limits.
