The history and development of school education has a relation of complex linkages with the history of other social and political areas that are contemporary. Forms of development, validation, social legitimation and circulation of scientific knowledge has a value to negligible. Such constructs have acquired scientific status, governed by procedures and criteria for production and dissemination that have varied historically. Regulations that make apparatus inserted into a network of power that generates a double reinforcement: first, as a mechanism of control of the potential democratization of knowledge; secondly, as a source of prescriptions about what education can/should be. From this perspective, in this article we focus on the possibilities of democratization of knowledge, serving the spaces offered by new information technologies and communication (ICTs), mediated by philosophies and policies related to scientific activity, and challenges involving those possibilities. For that, we review history and milestones related to Open Access policies globally and in Argentina, and a status of scientific and educational publications about it, it's done.
