In most of the manuscripts by the learned Argentinean elite of the XIXth century, the idea of civilization was identified as a manifestation of the national identity, an assumption that lead this elite to legitimate its own civilizing function and impulse a process of State consolidation. This process required the complete occupation of the territory dominated by the indigenous, which were considered -along with the caudillos- responsible for the failure of the national unification. The new territories were defined by the States power structures as virgin areas with infinite possibilities and economic advantages to be exploited. This political argument attracted national and foreign settlers that occupied these lands and began the productive organization of the future provinces. In this work I review the process of incorporation and subsequent organization of frontier lands after the Conquista del Desierto. Particularly, I analyse the political and administrative structure of the Territorio Nacional de la Pampa Central, officially constituted in 1884 with the establishment of the first military authorities appointed to found and run new towns.
